If there are trees on or adjacent to properties or land that are subject to planning applications then the Local Planning Authority (LPA) will request a Tree Survey and an Arboricultural Impact Assessment (AIA). This will need to be fully compliant with the relevant British Standard BS5837 (2012) Trees in relation to design, demolition and construction – Recommendations. This is a service that we at Arbor Cultural Ltd. can provide for you.
The survey will comprise of measurements of the trees girth, height and crown spread, along with assessments of its condition, life stage, life expectancy along with any defects. Arbor Cultural’s tree survey and report will include an abridged tree health and safety assessment taken to ascertain the condition of the trees and recommendations made for any tree work considered necessary along with a timescale for its completion. This will be accompanied by a recommended re-inspection cycle.
The AIA will assess the likely implications of any proposed development on the retained trees and the potential impact of any trees on the proposed development.
Ideally this will be undertaken prior to a final design being decided on, but this is not always the case. Sometimes mitigation measures are required in the form of method statements for the incorporation of specialist construction techniques or equipment so as to prevent/minimise damage to trees. The requirement for a Tree Survey and AIA can be at any point in the planning process. It is best to undertake this prior to the submission. It can be asked for by the LPA before they register an application, or it can be within the time limit once an application is registered.
It is not unheard of for it to be placed on a planning permission as a condition. This is far from ideal as there is no way of placing any further conditions on the application to protect any trees when conflicts are discovered.
